One of these is actually for the level up while the other three are given randomly while playing the game through the week. Each of the skins in these cases is extremely randomized so you can expect to see quite a few different things throughout the week. The first drop of the week is always a skin however, the others are cases or in rare occasions a low-value skin. The cases can only be opened if you buy a key to see what’s inside.
So for most of these drops, you do need to purchase a key to open the crates for the items inside. A few years ago, China passed a law to force publishers and developers to publish the percentage of drops which included CSGO. Valve partnered with Perfect World to publish the game in China and it revealed a few interesting things. Though you also need to know that the chances of this are very low so you should never expect to get a rare skin this way.
