You can trade 1x Emerald with the Cleric villager to get 1x Lapis Lazuli.

Another way to get Lapis Lazuli is to find looted chests in Mineshaft, Shipwreck, and Village. They have a chance to contain 1-10x Lapis Lazuli.

If you already have a Block of Lapis Lazuli, you can put it in the crafting grid to get 9x Lapis Lazuli.

The final way is to smelt a Lapis Lazuli ore, but we would not recommend it since doing it this way only yield 1x Lapis Lazuli.
