Collect 9x Packed Ice

Packed Ice can be crafted by putting 9x Ice into the Crafting Table. Each recipe yield 1x Packed Ice. This means to craft 1x Blue Ice, you will need 81x Ice.

Packed Ice can also be generated naturally in Ice Spikes, Frozen Oceans, and Frozen Peaks biome. Remember to use a Silk Touch pickaxe to mine them.

When you have 9x Packed Ice, right-click any nearby Crafting Table and put them all in the grid to craft 1x Blue Ice.

You can find Blue Ice generated naturally at the bottom of some Icebergs or in looted chests in Snowy Tundra Villages. They have a 9.9% chance to contain 1x Blue Ice.
