When you have 2x Nether Brick and 4x Nether Bricks, right-click a Crafting Table and put 2x Nether Brick in the middle column, and fill the left and right column with 2x Nether Bricks on each to craft 6x Nether Brick Fence.

Nether Brick Fence can also be found in the Nether Fortresses. They’re generated naturally as part of windows, balconies, and portcullises.
