#1 Collect 9x Dried Kelp

Dried Kelp is the product of the process of smelting Kelp in the Furnace. Each Kelp will yield 1x Dried Kelp. You can also use a Smoker, or a Campfire to smelt Kelp.

You can find Kelp literally anywhere under the ocean biomes. Each chunk in the ocean biome has a 5.5% chance to spawn a random batch of Kelp. Kelp can grow up to 26 blocks tall.

You can also trade 1x Kelp with the Wandering Trader for 3x Emerald.

#2 Finish off crafting a Dried Kelp Block

When you have 9x Dried Kelp, right-click a Crafting Table and put them all in the grid to craft 1x Dried Kelp Block. This is the only way you can get this block.
