#2 Finish off crafting a Shears
When you have 2x Iron Ingot, just press E to open your inventory and place them diagonally to craft 1x Shears.
You can also get 1x Shears by trading with the Shepherd villagers for 2x Emerald. They need to at the Novice level to have this trade.
Another way to get Shears is to look for looted chests in the Village. They have a 12.3% to contain 1x Shears.
