A smooth server will be less populated, whereas a hot server will have a bigger player population. It's down to your preference on which server to join. Do note, you should avoid picking any servers with a red icon, these are queue servers. Servers in queue mode are heavily populated and often lead to a long queue time. Furthermore, you could experience the Error 2618 in Tower of Fantasy, a bug that prevents you from even entering the login queue.
