Electrocute helps Zoe poke from a distance. Taste of Blood heals her when she bursts early game- increased when Eyeball Collection and Treasure Hunter are maxed!

Inspiration gives her Minion Dematerializer, a rune basically only Zoe uses. This means she can kill a balloon minion for her W, Spell Thief passive. Finally, take Cosmic Insight, which gives Zoe +18 Summoner Spell Haste and +10 Item Haste. Time Warp Tonic is a good alternative!

Level the right abilities at the right time! Here is Zoe’s skill order.

Max Q, Paddle Star! first, and level it first. Second, get E, Sleepy Trouble Bubble, and max it second. This works well with Q, Paddle Star!, the Cooldown decreasing to 12 seconds is great! Finally, get your W, Spell Thief. Zoe’s Ultimate Ability, Portal Jump levels up at 6,12, and 16.

Build Lost Chapter first, then Luden’s Tempest as Zoe’s mythic item. Zoe gets small AOE damage and 6 MR, 80 AP, 600 Mana, and 20 Ability Haste. Sorcerer’s Shoes second helps Zoe a lot, but Ionian Boots of Lucidity are also viable!

Shadowflame is your first high-damage item, with 100 Ability Power and 200 HP. It also increases MR too!

Assassins one-shot Zoe, such as Zed or Talon, but Zoe builds Zhonya’s Hourglass fourth. Zoe is quite weak to CC, the two seconds invulnerability is incredibly useful to stall. It gives 65 AP, 45 Armor, and 10 Ability Haste.

Rabadon’s Deathcap is fifth, with 120 AP a Magic Damage increase of 35%. This is followed by Void Staff, which adds 65 AP and another 40% Magic Penetration.
